Volunteer Requirements
**Once you obtain these clearances and are cleared with WCHI; they are good for 5 years**
Below are the requirements that must be completed to volunteer at our Food Pantry.

Please drop off all necessary certificates, forms, and background checks to Shari Noctor, WCHI President, 1080 Schadt Avenue, Whitehall, PA 18052 for all programs except for Free Community Meals. Emails are acceptable to [email protected].

NOTE: Some volunteer organizations have a form that a volunteer signs stating they have been PA residents for the last 10 years. WCHI is not accepting this 10 year PA residency requirement. We are interested in criminal and child abuse records.
If a volunteer has one full year left on their Pennsylvania State Criminal Record Check (Patch) report, PA Child Abuse History Certification, a copy of their FBI fingerprint official results, and Mandated Reporter Training Certification, WCHI will accept them.
Special Needs adults and children 12-17 are welcome to volunteer. The caregiver must be with the special needs person at all times and both need to have our required clearances. Please call/text Shari Noctor with questions.
If you need access to a computer and/or printer to complete the requirements, the Whitehall Public Library allows guests to use their facilities. Printed pages are $.10 each. No library card required (you can get a guest pass). Please call the library to find out their computer hours at 610-432-4339

3. Complete the Pennsylvania State Police Criminal Record Check (Patch)- These are free of charge for volunteers and can be found here: https://epatch.pa.gov/TandCVolunteer
4. Complete the Pennsylvania Child Abuse History Certificate—These are free of charge for volunteers and can be found here: https://www.compass.state.pa.us/cwis/public/home
5. Complete the Mandated Reporter Training and provide the Certificate -You can attend the eLearning at the following website: https://www.reportabusepa.pitt.edu/
Print the certificate of completion at end of course.
6. Complete the Federal Bureau of Investigation Criminal Background Fingerprint Check - WCHI needs unofficial and official copies. To register for FBI Fingerprinting Instructions: You will need to go to https://uenroll.identogo.com to pre-register and schedule an appointment. Please note that time slots change throughout the day, so check frequently for an available opening near you.
Scheduling is required through IdentoGo (MorphoTrust). Volunteers will need to use the SERVICE CODE 1KG6ZJ to start their pre-registration process. This code is ONLY for Volunteers and CANNOT be used for Employees. IdentoGo separates volunteers from employees through this system.
The cost for the Criminal Background Fingerprint Check is $21.85 and must be paid at the time of fingerprinting. You can pay with Visa, MasterCard, Discover, American Express or Money Order. Whitehall-Coplay Hunger Initiative will provide reimbursement of $21.85 for this clearance, if requested.
You will be given (2) receipts for payment at the time of fingerprinting. Submit one of the receipts to Shari Noctor for reimbursement, if applicable. You can email to [email protected] or send to Shari Noctor, Re/Max Unlimited Real Estate, 1080 Schadt Ave, Whitehall, PA 18052
Usually within 48 hours of fingerprinting appointment, an unofficial copy will be emailed to you. Please provide this to Shari when received. The official copy, which must go to Shari, will be mailed to you and could take 4 months to receive.

Attached are 3 documents, the “Quick guide to Civil Rights”, “Civil Rights Training Manual” and the “Civil Rights Self Certification”. All volunteers must read the civil rights training manual then sign the Civil Rights Self Certification form. This is required once a year to keep our account with Second Harvest Food Bank so we can receive food. This requirement comes from USDA.
